If you want to run on 32bit Windows you need:
32bit Java runtime
32bit glpk_4_55.dll
32bit glpk_4_55_java.dll

From where did you take the file
C:\Program Files\GLPK\glpk-4.55\w32\glpk_4_55_java.dll ?

What is the output of
C:\Program Files\GLPK\glpk-4.55\w32\check_jni.bat
