I used to have problem on open Org Mode file link with external program.

I realized the problem might on Emacs itself. Then I did an test:

Both of upper code snippet failed.
Can someone explain this problem on ~start-process~ and
~start-process-shell-command~ more detailed?
And is there any solution, or this is a bug?
