Help! Gzip for Unix to dos compression.

 I require a tool that does UNIX to dos compression/decompression and vice
 versa.
 
 I believe GZIP for AIX can do this -  gzip-1.2.4 was the version I
 downloaded (specific to AIX Unix).
 
 I am however having problems at the step two section of the install and the
 error statement I see is:

(AA02) /usr/gzip/gzip-1.2.4>make FLAGS=-02 LDFLAGS=-s
         cc -c -D_ALL_SOURCE=1 -DHAVE_UNISTD_H=1 -DVOID_CLOSEDIR=1
 -DRETSIGTYPE=i
 nt  gzip.c
 1506-333 (S) License failure: acquire: No servers available for this vendor
 (network license server/library).
 make: 1254-004 The error code from the last command is 1.
 
 I am unsure on how to resolve this problem and any suggestions on how to do
 so would be helpful.
