there are two questions being asked correct?
* is there a source distribution of icecat?
no, that is not really needed - icecat is a build recipe, that
downloads the source code from mozilla and patches it - after
running the make-icecat script, one will have both an icecat
binary and the icecat source code
* can icecat be built for windows?
windows is actually quite popular; but thats not the essential
issue
from my understanding, there once were official releases for mac
and windows - some time later, both of those platforms started
requiring proprietary tools in order to compile icecat; and so
gnuzilla stopped making them - if that is still the case, then,
for the same reason, gnuzilla would not publish any documentation
supporting those platforms either; because that would be akin to
suggesting that people should use those proprietary tools
i think what you want to do, would be to modify the make-icecat
script, so that it still patches the sources, but does not
compile the program - then either adapt the script to compile for
windows, or find some other way to build the sources - then, as
you are doing now, try to find others who want a windows port,
and perhaps form a team to maintain it - then you could publish
the build recipe, source code, or binaries yourselves - in any
case, it would need to be done independently of gnuzilla - i
dont think that GNU standards would permit gnuzilla to endorse
that use-case
