Icecat doesn't auto update itself so yes.
It will update if you decide to update via apt or if you
download/compile the browser yourself.
If you want to be sure that none of your configurations are ever altered
you can use the "lockPref" option by using a .cfg configuration file at
the root file of your browser.

Example:
lockPref("browser.ctrlTab.recentlyUsedOrder", false);
lockPref("browser.download.useDownloadDir", false);

Note: you need two file, one is "autoconfig.js in
"/icecat/defaults/pref" which will contain these three lines:

pref("general.config.obscure_value", 0);
pref("general.config.filename", "mozilla.cfg");

And the "mozilla.cfg" which will contain all the configuration that you
wish.
I have added an example (and not complete) file in this email for
firefox esr78.

Very easy, go to "bookmarks" -> "show all bookmarks" -> select "import
and backup"
-> select "backup" then select the place where you want to save the
.json file that contains your bookmarks.
Then you do the same but you do almost the same but instead you choose
"restore" and then "choose file".

Depends on the addons.
I would recommend to avoid adding to much add-ons, for security just use
ublock-origin for black list filtering and/or umatrix as a whitelist
firewall, as for comfort I do not know what you use.

I would recommend using Trisquel GNU/linux instead of Ubuntu if your
hardware permits it, you would have greater control with it. Ubuntu is
slowly becoming a microsoft like gnu/linux distribution, imo, be careful.
