this feature is apparently broken in v60 - i was able to get it
working by these steps:
* browse to the URL about:preferences
* click "search" on the left navbar
* select "Add search bar in toolbar" under "search->search-bar"
* browse to https://html.duckduckgo.com/html/
* click the magnifier icon in the new toolbar search box
* select "add duckduckgo (HTML)"
* return to about:preferences
* select "duckduckgo HTML" under "Default Search Engine"
