Normally the tests will fail with -ffast-math, due to differences in
the handling of NaN - as such I would recommend sticking with -O2.
However, it should not cause failures in the RNG tests (which do not
depend on that at all). So I'm not sure why you get those failures
but I do not think it is a bug in GSL as the RNG code works elsewhere.
