It sounds like you have the freedom to choose your API.  Unless you
have exotic needs, I'd suggest using libflame
(http://z.cs.utexas.edu/wiki/flame.wiki/FrontPage) for C-only work.
I'd suggest Eigen (http://eigen.tuxfamily.org/) for C++-related work.

As Jordi said, there's no good non-educational reason to write your own BLAS,
