[Help-gsl] Suggested RNG for inclusion in the GNU Scientific Library

A new RNG based on the middle-square method has been placed in the arXiv.

This is one of the fastest RNGs and it passes all the statistical tests.

It has been published for over nine months and there have been no reported
errors.

Perhaps you might consider including it in the GSL.
