Thanks for your report, we’ll fix mirror.hydra.gnu.org shortly.
In the meantime, you can use:
--substitute-urls=https://hydra.gnu.org
as a temporary workaround.
BTW, how did you install Guix? Your installation appears to fetch
substitutes over HTTP instead of HTTPS.
