Maybe not.
GNU/Hurd uses raw disk numbers (as GNU/Linux does) so hd2 is always the
secondary master and hd1 the primary slave.
Grub uses BIOS disk numbers, and so hd1 is either primaray slave or secondary
master, depending of the existence of a primary slave disk or not.
