libtasn1 build-error with gtk-doc-tools 1.26 (gtkdoc-mktmpl is no longer available)

Hello,

libtasn1 4.12 FTBFS against gtk-doc-tools 1.26.
...
Making all in reference

/bin/bash: gtkdoc-mktmpl: command not found

Find attached a patch against git HEAD to fix this. If you are not happy
with the requirement for gtk-doc-tools 1.25 I can repost without the
version.xml removal.

Please note that gtk-doc-tools 1.26 is slightly broken, it will throw a
hard error if glib-2.0.pc is not available.
