Yes, this is exactly what the manual says will happen.

Any number of ways. For example:
LIBS = -lmylib
VPATH = /my/library/path
target: target.o $(LIBS)
$(CC) -o $@ $(filter-out %.a,$^) $(VPATH:%=-L%) $(LIBS)
