I have GNU make 3.79.
I could not believe that there were no $(eq...) and $(not...)
functions, so I cracked open the source code to add them myself.
Imagine my surprise when I saw the "#ifdef EXPERIMENTAL" stuff.
I think these should go in. Also, I have written $(and...),
$(or...) and $(neq...) functions in the same vein. Can I submit
those for inclusion?
