Not really sure what you mean by "read as lower or upper case". You
mean you can refer to the name of the variable as either upper or lower
case? Or you want to lowercase the value of the variable? Or... ?
There is no facility in GNU make to change the case of a value. You
would have to invoke a command through $(shell ...) to do that.

I can see absolutely NO justification for the result you expected. Can
you explain why you thought you would get it?

Make will give up on all rules, unless you use the -k (keep going)
option when invoking it.
