The "proper" way:

.PHONY: populate_base
populate_base: ${SUBDIRS}

.PHONY: populate
populate: populate_base

The "convenient" way (needs 3.80 IIRC):

.PHONY: populate populate_base
populate: populate_base | ${SUBDIRS}
