When you install GNU make in AIX you have to enable the setgid bit on
the "make" program. There is no way in AIX (that I know of) to read the
system load without having privileged access.
Basically, on AIX GNU make needs read access to /dev/kmem. Typically
this is done by making sure that the GNU make executable has the same
group as /dev/kmem, then using "chmod 2755" or similar to make it
setgid.
I haven't had access to an AIX system in a long time, but as far as I
know they still don't provide any way to obtain the load average which
doesn't require special privileges.
