On preliminary research, I cannot reproduce the problem that this test is trying to assert: i.e., that file named 'GNUmakefile' should be used when 'makefile' or 'Makefile' are present.
In manual testing in same Cygwin shell environment, make correclty identifies 'GNUmakefile' to use.
The problem appears to be with the test scripts rather than with make. Indeed, the test is dying, yet reporting success. Something is clearly amiss there.
