IOW, this will work:
foo:
<T> $(foreach ...)
This will not work:
$(foreach ...)
or
<T> $(foreach ...)
But, the one that does work will only run when the foo target is
updated. That doesn't seem to be what you want to do; however you
didn't give any information about what you wanted to do in your original
email.
