* function.c (func_upper, func_lower): New string functions.
(function_table_init): Add them to function table.
* doc/make.texi: Document new $(upper ...) and $(lower ...).
* tests/scripts/functions/charcase: New testcase for $(upper ...)
and $(lower ...).
