You can use listen() to set up an octave server which receives commands
over TCP/IP. See octave-forge/extra/soctcl for an example
implementation of a client in Tcl.
You can try the engine interface, which opens a pipe to octave. See
octave-forge/extra/engine. You will have to create a DLL from the
functions which you can then call directly from visual basic or Delphi.
You may also want to update the interface to the currently published
API. I don't know if this will work under windows.
You can write an embedded interface to octave. This is already doable
from C++ if you know the right functions to call. This needs an
additional layer to hide the details of how variables are stored. It
would also be useful to have a C-callable interface so that name
munging is not an issue but nobody has done it yet.
