ci causes archive to corrupt & collapse drastically in size

Greetings:

I can put together a more formal post with detail.  This is
mainly a test to see if my post shows up.  I'm using
cygwin's latest RCS. The file is about 1MB and the history
archive is about 1MB, at a certain point a checkin results in
the archive dropping in size to about 68K.  I have a before/after
snapshot of the ,v file.
