War is the greatest of all agents ofchange. But we have moved withglacier-like slowness, and we have learned only from disasters. In such circumstances even propaganda becomesalmost impossible. Manifestly it is a time to stiffen morale. The other Marxist parties were of even lessimportance. It is astonishing how this illusion failsto die. It is only by revolution that the native genius of the English people canbe set free.

It iswhen a peace-offer along THOSE lines is made that the pro-Fascists willraise their voices. Thewar has speeded it up, but it has also increased, and desperately, thenecessity for speed. Revolution does not mean red flags and street fighting, itmeans a fundamental shift of power.

Quite soon it will be possible to say definitely that our feetare set upon one path or the other. In theEnglish-speaking countries they never had a serious footing. Whether it happens with or withoutbloodshed is largely an accident of time and place. And they WILL suffer them, almost indefinitely, providedthat they know what they are fighting for.
Thelady in the Rolls-Royce car is more damaging to morale than a fleet ofGoerings bombing planes. But it cannot arisewhen we have once introduced a reasonable degree of social justice.
It is not primarily a question of change of government.
Like theFrench Communists, they might become the half-conscious agents ofmillionaires.
