There's no CVS access, but you can find the latest version here:

    ftp://alpha.gnu.org/gnu/texinfo-4.0f.tar.gz

(if you wait a few days, you will probably see version 4.0g there ;-).

I will look into the --output option issue, it sounds like there's some 
bug there.
