Then it is, IMHO, wrong.  I can't help what the Emacs people do.  There
have been long discussions about it, but I have no control over it.
Info is not a markup language.  I don't think they should not be
treating it as such.

I don't agree.  It's not a sentence any more, as the original author
intended.  Anyway, there's no point in you and I wasting time discussing it.

Well, you can still do that, actually more reliably than in the past.
The name is 100% predictable, although it may be uglier than in the
past.  The rules in the Texinfo manual spell it out.

However, this situation is exactly what @ref was intended for.  A
cross-reference without the "see".
