Yes. The https side of nongnu.org has been broken for the last week.
You can reach them with http. As a workaround use:
http://lists.nongnu.org/archive/html/hexoshi-discuss/
Please file a ticket with sysadmin AT gnu.org asking them to get https
working again so that they know the problem is affecting you.
