Never shorten years to a range X-Y, always use a comma-separated list.
It is ok to abbreviate years to two digits to keep them shorter,
i.e.
bad:
# Copyright (C) 1993-1999,2001,2002 Free Software Foundation, Inc.
good:
# Copyright (C) 1993,94,95,96,97,98,99,2001,02 Free Software Foundation, Inc.
I know everybody else does it. But a long time ago RMS told me his lawyer
said to do the latter and not the former.
