Assuming that your WinCVS is using pserver to connect to the CVS
server (which I am also assuming is a Unix/Linux variant because
your file paths have Unix slashes.) This problem might be the cvs
binary not being in the same group as the owning group of the
CVS repository tree. If you use /etc/passwd for authentication,
you will probably also need to coordinate the users to be in the
same group as the cvs executable and repository tree.

Hi all,
I have encountered this error when I tried to check out a project.
I used WinCVS to connect to a CVS server.
failed to create lock directory in repository
'usr/local/cvs/cyy' : Permission denied
'/usr/local/cvs/cyy'
cvs[server: aborted] : read lock failed- giving up
What seems to be the problem? I believe it has something to do with
granting access to users, but I don't know where to start, and which
file to start editing.
