We had a similar problem when I was first setting us up with CVS. It turned out
that the case of the username was different than what I had put in the .rhosts
file. I don't know whether it's that NT is case-insensitive for user names or
what, but I ended up specifying two entries for each user, one upper case and
one lower. Also, you might also want to check if the computer name is coming
across correctly. For some of my users, I have the .rhosts file specifying
their IP address instead of their workstation name. To test your rsh connection
try the following at an NT command prompt:
rsh HOST -l USER -c ls
HOST = the host you are trying to connect to
USER = the user you are trying to log in as (whose .rhosts file specifies the NT
machine and user)
ls = the 'ls' command (you can substitute any command here)

I have set up CVS repository on the Linux server
machine. On the client machine I use WinCVS to access
to the server using '.rhosts' file where it is located
on the server machine. Anytime I tried to check out a
file, I keep getting this message 'Connection
refused'. I received similar message when trying to
FTP to this server. I have no problem telnetting to
the server.
