One of CVS' worst design flaws is that it does NOT version directories.
Files appear as they are added, and CVS relies on timestamps and tags
to reproduce the proper combination of file versions from the past.
The result is that managing empty directories is difficult at best, and
you can't reorganize your sources (e.g. rename a file).

In CVS, does a directory have versions as well or do only the files have
versions. If I check out a directory and add a new file and then place them
back into the repository, does a new version of that directory get created.
If so, how can I see the status for the directory.
