We're working on a similar problem, and current indications point to CVS's
trying to append ascii headers and trailers onto binary files. In your email
below, you show the "contents" of a .gif file. I don't think that normal CVS
file headers and trailers work well in .gif (or any other binary) files. :-)
The file is probably corrupt, and the header may very well be incomplete, which
would cause the problems you are seeing.

That looks like a corruption problem. I don't know if that is a complete
RCS format, but no data usually implies bad things... If you can't
recover the file via backup, re-add it from a working directory. You'll
lose the history in the latter case.
