The Perl script cvs2cl does it for me: take a look at
http://www.red-bean.com/cvs2cl
If you're tagging/branching your releases, then the example using the
options "--tags --branches" will give you an idea of what it can do for
you.
Another possibility would be to find/write a script to pass CVS log info
to your Trouble Ticket tracking software and use that to generate
reports.
