export and toplevel admin

export and toplevel admin

Hello,
we are using cvs pserver 1.11.1p1 on a SUSE Linux server with the alternateinfo patch
and lots of windows clients.
As we found out the cvs export does not work, if in CVSROOT/config 'TopLevelAdmin=yes' is set. cvs exits with:
cvs [export aborted]: cannot export into a working directory
BTW, with 'TopLevelAdmin=no' everything works perfect.
The debugger says the exit came from detecting the CVS directory on the server.
Are their any fixes or how can I fix this behaviour?
Frank
