RST was running a CVS command in "the specified directory" at the time,
or had run a command previously that did not complete (either the
machine crashed or the command was terminated with prejudice [i.e. not
given an opportunity to clean up after itself]). In the former case,
the wait should have ended after some reasonable period of time. In the
latter case, you have to clean up the stray lock file by hand. See:
