That indicates that the ownership and/or permissions on your CVSROOT
directory aren't correct. You need to have read permission in a
directory to check out the files that it contains and you also need
write permission to commit changes to the files in it. If you want to
allow read-only users, then you also have to use LockDir= in your
CVSROOT/config file to put the lock files somewhere other than in the
repository since read-only users still have to be able to create lock
files.
