SSH (or at least SSH2) allows you to limit the
commands available to users so:
1. Give them a full shell. I'm not sure if a
restricted shell would work so feedback would be
appreciated.
2. Limit the users to use CVS only. See SSH docs on
how to do this since I haven't done it in a while.
