Correct. Import puts things onto a vendor branch, which is special. In
particular, things on vendor branches are also on the trunk.

Exactly. In your case, you could have done (in foo):
cvs add mynewdir mynewdir/*
cvs ci -m'add mynewdir and files'
(Although you have to be a bit careful, don't use "add *" unless you
really want to add *all* the files.)
