In a CVS context, this is correct.
As far as RCS is concerned, the "default branch" field can refer
to any (RCS) branch at all; but (other than by the user messing
about with "cvs admin") CVS will only set it to the vendor branch
(and that only during the "cvs import" of a *new* file) or to
empty, i.e. the trunk.
