Make sure you have an entry in /etc/services like:
cvspserver 2401/tcp

The entry in inetd.conf says that your repository path is
"/cvs/CIDRE/CVSROOT", while your $CVSROOT is set to "/cvs/CIDRE/"; they
have to be the same. I'm guessing you want to remove the extra "CVSROOT"
from your inetd.conf.
