It doesn't really lock files? The manual indicates that using admin -l will
lock files. When I run it, I get a response that says file_xxx revision x.x
locked. If this is not locking files, what is it doing?
Also, where can I find more about this advisory locks patch?

CVS doesn't really lock files.
The closest you can come to reserved locks is to
install the "advisory locks" patch. If this is what
you're talking about, then "cvs editors" will list all
users who have done a "cvs edit" on a file.
