Well, that would certainly explain why none of the other CVS command
would work; you need a successful login before you can do anything else.
If your server's syslog supports the AUTHPRIV facility, CVS will log
extensive information about login failures using that facility (those
logs are usually readable only by root), which can help in debugging the
problem.
