Yes. And, for the most part, old clients will work with new servers and
new clients will work with old servers. You can even have new and old
releases accessing the repository at the same time.

CVS hasn't used RCS binaries since CVS 1.9; all the RCS functionality is
built in to CVS.

Yes, but it's still 1.x! Any incompatible change to the repository
would result in CVS 2.x.
