please make sure you have read and understand this:

And see if it helps you.
What are the permissions on your repository _directory_?
from the above info it should be something like:
ls -ld /cm/REPOSITORY/
drwxrwsr-x 7 cmadmn cvsuser 512 Aug 18 13:19 /cm/REPOSITORY/
