But as I understand it the server now has a copy locally (in a temporary
directory) of what the user was committing, but you don't need a sandbox for
the 'cvs -n rlog' command to make it work. note the r on log.... does things
with out a working directory, in 1.11.16.

to use `cvs -n rlog` you need to know the relative path (from $CVSROOT) and
filename of the file.
