The manual is formatted with TeX and Texinfo and that's just the way
they work (as do most text formatters, since you have to format the
document before you know what's supposed to be in the TOC). It's
easy enough to rearrange the pages if you print it, and it's also easy
to rearrange electronically with the appropriate tools, but I don't know
of any easy way to automate it since there's no easy way to know how
many pages the TOC occupies.
