If you use CVSNT Server (free, GPL, Linux, Windows etc) then ACL's are a native 
feature - and you can set an ACL which prevents regular users from changing 
tags on the release branch.

Also with CVSNT you need to use the -F (force) flag to move a tag anyway since 
moving tags is always considered an extraordinary event.
