Two suggestions:
1) search the archive linked to from
http://lists.nongnu.org/mailman/listinfo/info-cvs
for instances of verifymsg, loginfo, and commitinfo.
There have been scripts posted for some of these in the last several years.
I even posted a rough verifymsg ~2 years ago.
2) look in the contrib directory that comes with the source it has some
already useful scripts for things close to what you want to do.
On Fedora core 4 the CVS contrib scripts are in /usr/share/cvs/contrib/
or you can look through the sources on line (note some of these need built,
from the source as shown on Savannah, i.e., get a source tarball and build it
if you need).
