No, that is not how it should be, but you're probably not doing anything
wrong, either. There was a bug in CVS that caused it to not move files
out of the Attic under certain circumstances. That was fixed a long
time ago, so you should be sure that you're running a fairly up-to-date
version of CVS. The rule is that a file should be in the Attic if, and
only if, it is dead on the trunk.
