Which files should "cvs update" create? I understand your mail as if
your users start *new* work; thus, why do you need some files to get
updated with "cvs up"?
To be honest, I do not understand your problem. (It might be my problem,
not yours.)

*CVSROOT* is *1G*? Are you sure? This is *very* large! Or do you mean
that the whole repository (of which CVSROOT/ is just a sub-directory) is
1G?
