For cvs-1.11.x or cvs-11.12.x,
read this URL:

If it does what you want, then download and
configure (fix @PERL@ references to use your
/usr/bin/perl path) and install it in your $CVSROOT/CVSROOT
along with a CVSROOT/avail file and then add it to your
CVSROOT/commitinfo trigger.
